The Foothills' Next Neighborhood Is Waiting on a State Land Auction With No Date

North of Cherry Tree Lane, about four miles east of Highway 95, there are 611 acres of vacant desert that the Arizona State Land Department lists under a single application number, 53-125202-00-100. In an environmental assessment filed with the state, the applicant described the land as "vacant and undeveloped desert land." On the state's auction schedule, the sale date reads "Pending."

The minimum bid is set: $18,210,000. That works out to about $29,800 an acre before anyone has bid. The most recent large state parcel in Lake Havasu City opened at roughly $5,900 an acre. If you're looking at new construction in the Foothills, that gap tells you more about where future prices are headed than this month's median does.

What's left to buy new in the Foothills

The Foothills has been building for two decades on a plan that, according to Today's News-Herald, approved 697 lots more than 20 years ago. Most of that plan has now been used up.

Community Status in the most recent source
Ladera (North and South) Developer APX West describes it as fully built out with no lots remaining
Percheron Estates Four one-acre equestrian homesites, sold out
The Enclaves Sold out, per the News-Herald's 2024 roundup
The Arroyos Sold out, with a couple of spec homes still expected as of 2024
The Villas One final phase left; builder says "only a handful remain"
Trinity at Havasu Foothills Estates Actively building and selling home packages

The Villas is the clearest example. On September 23, 2026, Today's News-Herald reported that the subdivision is nearing completion eight years after construction started, with one final phase still to be built. Janecek Homes, which builds there, says every homesite is terraced to keep view corridors toward the lake and the Mohave Mountains, and that "after the better part of a decade, only a handful remain." In the News-Herald's 2024 roundup, Eric Gedalje of The Gedalje Group put Villas prices "anywhere from $750,000 all the way up to actually $3.1 million." Treat that range as a 2024 snapshot. It isn't a current price sheet.

That leaves Trinity as the main source of new homes in the Foothills. How it releases those homes matters as much as how many it has.

Trinity sells homes, not lots, and it opens one phase at a time

APX West is the only builder inside Trinity. Dustin Runyon, APX West's partner and director of real estate, told Today's News-Herald that the company would sell semi-custom homes rather than bare lots, starting with a first phase of about 24 lots. It moves to the next phase once 50% of the homes in the current phase have sold, and expects the full build-out to take about five years. In 2024, the City Council approved a request to make Trinity's streets private, so the developer and the homeowners association are responsible for maintaining and repairing them.

APX West's Trinity page, updated in October 2026, offers two ways in. The first is a semi-custom home, with two floor plans and three interior design schemes, built on a lot you choose from options that range from lake panoramas to desert views. The second is a finished luxury spec home on a select lot. The home packages listed there range from about 1,806 to 3,129 square feet of living space.

Because of the 50% rule, the community never puts its full inventory on the market at once. Each phase opens only after the one before it has mostly sold. That keeps the number of available Trinity homes small at any given time, even as the subdivision grows.

The parcel next door, and who wants it

The 611-acre state parcel sits on the same stretch of Cherry Tree. The applicant is 640EMA, LLC, which Today's News-Herald linked to APX West through Arizona Corporation Commission records.

The company's plans appear in the state's own file. In the Phase I environmental assessment prepared for the sale, 640EMA's principal said his entity owns the adjoining parcel to the east, that grading and road work had begun there for single-family homes, and that if he won the state land it "would also be developed for single family residences." He also said utilities would come from UniSource Energy and the city.

The News-Herald reported in 2025 that the auction was expected in the first quarter of 2026. The parcel came before the State Land Department's Board of Appeals on February 12, 2026. The state's sale flyer, last updated July 17, 2026, lists the auction for Kingman, a minimum bid of $18,210,000 and an auction date of "Pending."

The application starts the process, but the land goes to whoever wins the auction in Kingman. In Havasu's two most recent big state land sales, the bidding set the final price.

A minimum bid is only the starting price

Havasu's last two big state land sales both closed far above their minimums.

Sale Minimum / appraised Final price Multiple
623.74 acres west of The Shops, April 23, 2025 $3,660,000 $10,300,000 after 53 bids about 2.8x
Island parcel, September 2023 $7.5 million appraised $24 million about 3.2x

APX West Investments won the 2025 sale on the 53rd round of bidding at the Mohave County Courthouse in Kingman, according to Today's News-Herald. The state's auction history records that sale at $10.3 million against a $3.66 million starting figure.

Here is the arithmetic per acre:

  1. The 2025 parcel near The Shops opened at about $5,870 an acre and sold for about $16,500 an acre.
  2. The pending Cherry Tree parcel opens at about $29,800 an acre.
  3. So the Foothills parcel's minimum bid alone is about 80% higher per acre than what the 2025 parcel finally sold for after 53 rounds of bidding.

Whoever wins the Cherry Tree land will pay at least that floor, and Havasu's recent auctions suggest the final price could be well above it. That cost has to be recovered through the lots and homes built there. The Foothills homes on the market now, including the last ones at The Villas, sit on land bought under an earlier and cheaper set of conditions.

The citywide numbers already lean toward the top

The Lake Havasu Association of REALTORS' August 2026 report, posted in October, shows two numbers moving in opposite directions. From January through August 2026, single-family sales in Lake Havasu City totaled 979, up from 834 over the same months of 2025. The median sale price slipped to $519,000 from $535,000, while the average rose to $667,793 from $630,463.

When the average climbs and the median falls, more sales are happening at the high end of the market. Upper-tier Foothills communities have been feeding that high end, and one of them is almost finished. In August 2026 alone, single-family homes sold at a $459,000 median and a $645,662 average, with 604 active single-family listings citywide.

FAQ

Can I still buy a new home in Havasu Foothills Estates today? Yes, through two builders. APX West sells semi-custom homes and finished spec homes at Trinity, and Janecek Homes takes inquiries on the remaining homes at The Villas.

Can I buy just a lot at Trinity and bring my own builder? According to the developer's comments to Today's News-Herald, no. APX West is the exclusive builder and sells homes rather than lots.

Where can I follow the 611-acre auction? The Arizona State Land Department's Reports & Notices page lists upcoming auctions and links to the parcel's flyer under application 53-125202-00-100.
